SubscribeIncidents1M: a large-scale dataset of images with natural disasters, damage, and incidents
Natural disasters, such as floods, tornadoes, or wildfires, are increasingly pervasive as the Earth undergoes global warming. It is difficult to predict when and where an incident will occur, so timely emergency response is critical to saving the lives of those endangered by destructive events. Fortunately, technology can play a role in these situations. Social media posts can be used as a low-latency data source to understand the progression and aftermath of a disaster, yet parsing this data is tedious without automated methods. Prior work has mostly focused on text-based filtering, yet image and video-based filtering remains largely unexplored. In this work, we present the Incidents1M Dataset, a large-scale multi-label dataset which contains 977,088 images, with 43 incident and 49 place categories. We provide details of the dataset construction, statistics and potential biases; introduce and train a model for incident detection; and perform image-filtering experiments on millions of images on Flickr and Twitter. We also present some applications on incident analysis to encourage and enable future work in computer vision for humanitarian aid. Towards Safer Operations: An Expert-involved Dataset of High-Pressure Gas Incidents for Preventing Future Failures
This paper introduces a new IncidentAI dataset for safety prevention. Different from prior corpora that usually contain a single task, our dataset comprises three tasks: named entity recognition, cause-effect extraction, and information retrieval. The dataset is annotated by domain experts who have at least six years of practical experience as high-pressure gas conservation managers. We validate the contribution of the dataset in the scenario of safety prevention. Preliminary results on the three tasks show that NLP techniques are beneficial for analyzing incident reports to prevent future failures. The dataset facilitates future research in NLP and incident management communities. DialGuide: Aligning Dialogue Model Behavior with Developer Guidelines
Dialogue models are able to generate coherent and fluent responses, but they can still be challenging to control and may produce non-engaging, unsafe results. This unpredictability diminishes user trust and can hinder the use of the models in the real world. To address this, we introduce DialGuide, a novel framework for controlling dialogue model behavior using natural language rules, or guidelines. These guidelines provide information about the context they are applicable to and what should be included in the response, allowing the models to generate responses that are more closely aligned with the developer's expectations and intent. We evaluate DialGuide on three tasks in open-domain dialogue response generation: guideline selection, response generation, and response entailment verification. Our dataset contains 10,737 positive and 15,467 negative dialogue context-response-guideline triplets across two domains - chit-chat and safety. We provide baseline models for the tasks and benchmark their performance. We also demonstrate that DialGuide is effective in the dialogue safety domain, producing safe and engaging responses that follow developer guidelines.
Enhancing Traffic Incident Management with Large Language Models: A Hybrid Machine Learning Approach for Severity Classification
This research showcases the innovative integration of Large Language Models into machine learning workflows for traffic incident management, focusing on the classification of incident severity using accident reports. By leveraging features generated by modern language models alongside conventional data extracted from incident reports, our research demonstrates improvements in the accuracy of severity classification across several machine learning algorithms. Our contributions are threefold. First, we present an extensive comparison of various machine learning models paired with multiple large language models for feature extraction, aiming to identify the optimal combinations for accurate incident severity classification. Second, we contrast traditional feature engineering pipelines with those enhanced by language models, showcasing the superiority of language-based feature engineering in processing unstructured text. Third, our study illustrates how merging baseline features from accident reports with language-based features can improve the severity classification accuracy. This comprehensive approach not only advances the field of incident management but also highlights the cross-domain application potential of our methodology, particularly in contexts requiring the prediction of event outcomes from unstructured textual data or features translated into textual representation. Specifically, our novel methodology was applied to three distinct datasets originating from the United States, the United Kingdom, and Queensland, Australia. This cross-continental application underlines the robustness of our approach, suggesting its potential for widespread adoption in improving incident management processes globally.
SimpleSafetyTests: a Test Suite for Identifying Critical Safety Risks in Large Language Models
The past year has seen rapid acceleration in the development of large language models (LLMs). However, without proper steering and safeguards, LLMs will readily follow malicious instructions, provide unsafe advice, and generate toxic content. We introduce SimpleSafetyTests (SST) as a new test suite for rapidly and systematically identifying such critical safety risks. The test suite comprises 100 test prompts across five harm areas that LLMs, for the vast majority of applications, should refuse to comply with. We test 11 open-access and open-source LLMs and four closed-source LLMs, and find critical safety weaknesses. While some of the models do not give a single unsafe response, most give unsafe responses to more than 20% of the prompts, with over 50% unsafe responses in the extreme. Prepending a safety-emphasising system prompt substantially reduces the occurrence of unsafe responses, but does not completely stop them from happening. Trained annotators labelled every model response to SST (n = 3,000). We use these annotations to evaluate five AI safety filters (which assess whether a models' response is unsafe given a prompt) as a way of automatically evaluating models' performance on SST. The filters' performance varies considerably. There are also differences across the five harm areas, and on the unsafe versus safe responses. The widely-used Perspective API has 72% accuracy and a newly-created zero-shot prompt to OpenAI's GPT-4 performs best with 89% accuracy. xBD: A Dataset for Assessing Building Damage from Satellite Imagery
We present xBD, a new, large-scale dataset for the advancement of change detection and building damage assessment for humanitarian assistance and disaster recovery research. Natural disaster response requires an accurate understanding of damaged buildings in an affected region. Current response strategies require in-person damage assessments within 24-48 hours of a disaster. Massive potential exists for using aerial imagery combined with computer vision algorithms to assess damage and reduce the potential danger to human life. In collaboration with multiple disaster response agencies, xBD provides pre- and post-event satellite imagery across a variety of disaster events with building polygons, ordinal labels of damage level, and corresponding satellite metadata. Furthermore, the dataset contains bounding boxes and labels for environmental factors such as fire, water, and smoke. xBD is the largest building damage assessment dataset to date, containing 850,736 building annotations across 45,362 km2 of imagery.
Handling and Presenting Harmful Text in NLP Research
Text data can pose a risk of harm. However, the risks are not fully understood, and how to handle, present, and discuss harmful text in a safe way remains an unresolved issue in the NLP community. We provide an analytical framework categorising harms on three axes: (1) the harm type (e.g., misinformation, hate speech or racial stereotypes); (2) whether a harm is sought as a feature of the research design if explicitly studying harmful content (e.g., training a hate speech classifier), versus unsought if harmful content is encountered when working on unrelated problems (e.g., language generation or part-of-speech tagging); and (3) who it affects, from people (mis)represented in the data to those handling the data and those publishing on the data. We provide advice for practitioners, with concrete steps for mitigating harm in research and in publication. To assist implementation we introduce HarmCheck -- a documentation standard for handling and presenting harmful text in research.
Detecting Inappropriate Messages on Sensitive Topics that Could Harm a Company's Reputation
Not all topics are equally "flammable" in terms of toxicity: a calm discussion of turtles or fishing less often fuels inappropriate toxic dialogues than a discussion of politics or sexual minorities. We define a set of sensitive topics that can yield inappropriate and toxic messages and describe the methodology of collecting and labeling a dataset for appropriateness. While toxicity in user-generated data is well-studied, we aim at defining a more fine-grained notion of inappropriateness. The core of inappropriateness is that it can harm the reputation of a speaker. This is different from toxicity in two respects: (i) inappropriateness is topic-related, and (ii) inappropriate message is not toxic but still unacceptable. We collect and release two datasets for Russian: a topic-labeled dataset and an appropriateness-labeled dataset. We also release pre-trained classification models trained on this data.
A Countrywide Traffic Accident Dataset
Reducing traffic accidents is an important public safety challenge. However, the majority of studies on traffic accident analysis and prediction have used small-scale datasets with limited coverage, which limits their impact and applicability; and existing large-scale datasets are either private, old, or do not include important contextual information such as environmental stimuli (weather, points-of-interest, etc.). In order to help the research community address these shortcomings we have - through a comprehensive process of data collection, integration, and augmentation - created a large-scale publicly available database of accident information named US-Accidents. US-Accidents currently contains data about 2.25 million instances of traffic accidents that took place within the contiguous United States, and over the last three years. Each accident record consists of a variety of intrinsic and contextual attributes such as location, time, natural language description, weather, period-of-day, and points-of-interest. We present this dataset in this paper, along with a wide range of insights gleaned from this dataset with respect to the spatiotemporal characteristics of accidents. Using Language Models to Detect Alarming Student Responses
This article details the advances made to a system that uses artificial intelligence to identify alarming student responses. This system is built into our assessment platform to assess whether a student's response indicates they are a threat to themselves or others. Such responses may include details concerning threats of violence, severe depression, suicide risks, and descriptions of abuse. Driven by advances in natural language processing, the latest model is a fine-tuned language model trained on a large corpus consisting of student responses and supplementary texts. We demonstrate that the use of a language model delivers a substantial improvement in accuracy over the previous iterations of this system.
CrisisMMD: Multimodal Twitter Datasets from Natural Disasters
During natural and man-made disasters, people use social media platforms such as Twitter to post textual and multime- dia content to report updates about injured or dead people, infrastructure damage, and missing or found people among other information types. Studies have revealed that this on- line information, if processed timely and effectively, is ex- tremely useful for humanitarian organizations to gain situational awareness and plan relief operations. In addition to the analysis of textual content, recent studies have shown that imagery content on social media can boost disaster response significantly. Despite extensive research that mainly focuses on textual content to extract useful information, limited work has focused on the use of imagery content or the combination of both content types. One of the reasons is the lack of labeled imagery data in this domain. Therefore, in this paper, we aim to tackle this limitation by releasing a large multi-modal dataset collected from Twitter during different natural disasters. We provide three types of annotations, which are useful to address a number of crisis response and management tasks for different humanitarian organizations.
Appropriateness is all you need!
The strive to make AI applications "safe" has led to the development of safety-measures as the main or even sole normative requirement of their permissible use. Similar can be attested to the latest version of chatbots, such as chatGPT. In this view, if they are "safe", they are supposed to be permissible to deploy. This approach, which we call "safety-normativity", is rather limited in solving the emerging issues that chatGPT and other chatbots have caused thus far. In answering this limitation, in this paper we argue for limiting chatbots in the range of topics they can chat about according to the normative concept of appropriateness. We argue that rather than looking for "safety" in a chatbot's utterances to determine what they may and may not say, we ought to assess those utterances according to three forms of appropriateness: technical-discursive, social, and moral. We then spell out what requirements for chatbots follow from these forms of appropriateness to avoid the limits of previous accounts: positionality, acceptability, and value alignment (PAVA). With these in mind, we may be able to determine what a chatbot may and may not say. Lastly, one initial suggestion is to use challenge sets, specifically designed for appropriateness, as a validation method.
Safety Cases: How to Justify the Safety of Advanced AI Systems
As AI systems become more advanced, companies and regulators will make difficult decisions about whether it is safe to train and deploy them. To prepare for these decisions, we investigate how developers could make a 'safety case,' which is a structured rationale that AI systems are unlikely to cause a catastrophe. We propose a framework for organizing a safety case and discuss four categories of arguments to justify safety: total inability to cause a catastrophe, sufficiently strong control measures, trustworthiness despite capability to cause harm, and -- if AI systems become much more powerful -- deference to credible AI advisors. We evaluate concrete examples of arguments in each category and outline how arguments could be combined to justify that AI systems are safe to deploy.
BRIGHT: A globally distributed multimodal building damage assessment dataset with very-high-resolution for all-weather disaster response
Disaster events occur around the world and cause significant damage to human life and property. Earth observation (EO) data enables rapid and comprehensive building damage assessment (BDA), an essential capability in the aftermath of a disaster to reduce human casualties and to inform disaster relief efforts. Recent research focuses on the development of AI models to achieve accurate mapping of unseen disaster events, mostly using optical EO data. However, solutions based on optical data are limited to clear skies and daylight hours, preventing a prompt response to disasters. Integrating multimodal (MM) EO data, particularly the combination of optical and SAR imagery, makes it possible to provide all-weather, day-and-night disaster responses. Despite this potential, the development of robust multimodal AI models has been constrained by the lack of suitable benchmark datasets. In this paper, we present a BDA dataset using veRy-hIGH-resoluTion optical and SAR imagery (BRIGHT) to support AI-based all-weather disaster response. To the best of our knowledge, BRIGHT is the first open-access, globally distributed, event-diverse MM dataset specifically curated to support AI-based disaster response. It covers five types of natural disasters and two types of man-made disasters across 12 regions worldwide, with a particular focus on developing countries where external assistance is most needed. The optical and SAR imagery in BRIGHT, with a spatial resolution between 0.3-1 meters, provides detailed representations of individual buildings, making it ideal for precise BDA. In our experiments, we have tested seven advanced AI models trained with our BRIGHT to validate the transferability and robustness. Holistic Safety and Responsibility Evaluations of Advanced AI Models
Safety and responsibility evaluations of advanced AI models are a critical but developing field of research and practice. In the development of Google DeepMind's advanced AI models, we innovated on and applied a broad set of approaches to safety evaluation. In this report, we summarise and share elements of our evolving approach as well as lessons learned for a broad audience. Key lessons learned include: First, theoretical underpinnings and frameworks are invaluable to organise the breadth of risk domains, modalities, forms, metrics, and goals. Second, theory and practice of safety evaluation development each benefit from collaboration to clarify goals, methods and challenges, and facilitate the transfer of insights between different stakeholders and disciplines. Third, similar key methods, lessons, and institutions apply across the range of concerns in responsibility and safety - including established and emerging harms. For this reason it is important that a wide range of actors working on safety evaluation and safety research communities work together to develop, refine and implement novel evaluation approaches and best practices, rather than operating in silos. The report concludes with outlining the clear need to rapidly advance the science of evaluations, to integrate new evaluations into the development and governance of AI, to establish scientifically-grounded norms and standards, and to promote a robust evaluation ecosystem.
RTP-LX: Can LLMs Evaluate Toxicity in Multilingual Scenarios?
Large language models (LLMs) and small language models (SLMs) are being adopted at remarkable speed, although their safety still remains a serious concern. With the advent of multilingual S/LLMs, the question now becomes a matter of scale: can we expand multilingual safety evaluations of these models with the same velocity at which they are deployed? To this end we introduce RTP-LX, a human-transcreated and human-annotated corpus of toxic prompts and outputs in 28 languages. RTP-LX follows participatory design practices, and a portion of the corpus is especially designed to detect culturally-specific toxic language. We evaluate seven S/LLMs on their ability to detect toxic content in a culturally-sensitive, multilingual scenario. We find that, although they typically score acceptably in terms of accuracy, they have low agreement with human judges when judging holistically the toxicity of a prompt, and have difficulty discerning harm in context-dependent scenarios, particularly with subtle-yet-harmful content (e.g. microagressions, bias). We release of this dataset to contribute to further reduce harmful uses of these models and improve their safe deployment.
Developing Safe and Responsible Large Language Models -- A Comprehensive Framework
Given the growing concerns around the safety and risks of Large Language Models (LLMs), it is essential to develop methods for mitigating these issues. We introduce Safe and Responsible Large Language Model (SR_{LLM}) , a model designed to enhance the safety of language generation using LLMs. Our approach incorporates a comprehensive LLM safety risk taxonomy and utilizes a dataset annotated by experts that align with this taxonomy. SR_{LLM} is designed to identify potentially unsafe content and produce benign variations. It employs instruction-based and parameter-efficient fine-tuning methods, making the model not only effective in enhancing safety but also resource-efficient and straightforward to adjust. Through our testing on five benchmark datasets and two proprietary datasets, we observed notable reductions in the generation of unsafe content. Moreover, following the implementation of safety measures, there was a significant improvement in the production of safe content. We detail our fine-tuning processes and how we benchmark safety for SR_{LLM} with the community engagement and promote the responsible advancement of LLMs. All the data and code are available anonymous at https://github.com/shainarazavi/Safe-Responsible-LLM .
LLMs Lost in Translation: M-ALERT uncovers Cross-Linguistic Safety Gaps
Building safe Large Language Models (LLMs) across multiple languages is essential in ensuring both safe access and linguistic diversity. To this end, we introduce M-ALERT, a multilingual benchmark that evaluates the safety of LLMs in five languages: English, French, German, Italian, and Spanish. M-ALERT includes 15k high-quality prompts per language, totaling 75k, following the detailed ALERT taxonomy. Our extensive experiments on 10 state-of-the-art LLMs highlight the importance of language-specific safety analysis, revealing that models often exhibit significant inconsistencies in safety across languages and categories. For instance, Llama3.2 shows high unsafety in the category crime_tax for Italian but remains safe in other languages. Similar differences can be observed across all models. In contrast, certain categories, such as substance_cannabis and crime_propaganda, consistently trigger unsafe responses across models and languages. These findings underscore the need for robust multilingual safety practices in LLMs to ensure safe and responsible usage across diverse user communities.
LabSafety Bench: Benchmarking LLMs on Safety Issues in Scientific Labs
Laboratory accidents pose significant risks to human life and property, underscoring the importance of robust safety protocols. Despite advancements in safety training, laboratory personnel may still unknowingly engage in unsafe practices. With the increasing reliance on large language models (LLMs) for guidance in various fields, including laboratory settings, there is a growing concern about their reliability in critical safety-related decision-making. Unlike trained human researchers, LLMs lack formal lab safety education, raising questions about their ability to provide safe and accurate guidance. Existing research on LLM trustworthiness primarily focuses on issues such as ethical compliance, truthfulness, and fairness but fails to fully cover safety-critical real-world applications, like lab safety. To address this gap, we propose the Laboratory Safety Benchmark (LabSafety Bench), a comprehensive evaluation framework based on a new taxonomy aligned with Occupational Safety and Health Administration (OSHA) protocols. This benchmark includes 765 multiple-choice questions verified by human experts, assessing LLMs and vision language models (VLMs) performance in lab safety contexts. Our evaluations demonstrate that while GPT-4o outperforms human participants, it is still prone to critical errors, highlighting the risks of relying on LLMs in safety-critical environments. Our findings emphasize the need for specialized benchmarks to accurately assess the trustworthiness of LLMs in real-world safety applications.
AILuminate: Introducing v1.0 of the AI Risk and Reliability Benchmark from MLCommons
The rapid advancement and deployment of AI systems have created an urgent need for standard safety-evaluation frameworks. This paper introduces AILuminate v1.0, the first comprehensive industry-standard benchmark for assessing AI-product risk and reliability. Its development employed an open process that included participants from multiple fields. The benchmark evaluates an AI system's resistance to prompts designed to elicit dangerous, illegal, or undesirable behavior in 12 hazard categories, including violent crimes, nonviolent crimes, sex-related crimes, child sexual exploitation, indiscriminate weapons, suicide and self-harm, intellectual property, privacy, defamation, hate, sexual content, and specialized advice (election, financial, health, legal). Our method incorporates a complete assessment standard, extensive prompt datasets, a novel evaluation framework, a grading and reporting system, and the technical as well as organizational infrastructure for long-term support and evolution. In particular, the benchmark employs an understandable five-tier grading scale (Poor to Excellent) and incorporates an innovative entropy-based system-response evaluation. In addition to unveiling the benchmark, this report also identifies limitations of our method and of building safety benchmarks generally, including evaluator uncertainty and the constraints of single-turn interactions. This work represents a crucial step toward establishing global standards for AI risk and reliability evaluation while acknowledging the need for continued development in areas such as multiturn interactions, multimodal understanding, coverage of additional languages, and emerging hazard categories. Our findings provide valuable insights for model developers, system integrators, and policymakers working to promote safer AI deployment.
LLM Content Moderation and User Satisfaction: Evidence from Response Refusals in Chatbot Arena
LLM safety and ethical alignment are widely discussed, but the impact of content moderation on user satisfaction remains underexplored. To address this, we analyze nearly 50,000 Chatbot Arena response-pairs using a novel fine-tuned RoBERTa model, that we trained on hand-labeled data to disentangle refusals due to ethical concerns from other refusals due to technical disabilities or lack of information. Our findings reveal a significant refusal penalty on content moderation, with users choosing ethical-based refusals roughly one-fourth as often as their preferred LLM response compared to standard responses. However, the context and phrasing play critical roles: refusals on highly sensitive prompts, such as illegal content, achieve higher win rates than less sensitive ethical concerns, and longer responses closely aligned with the prompt perform better. These results emphasize the need for nuanced moderation strategies that balance ethical safeguards with user satisfaction. Moreover, we find that the refusal penalty is notably lower in evaluations using the LLM-as-a-Judge method, highlighting discrepancies between user and automated assessments.
